Tinkerbell Costume

How do I make a Tinkerbell costume for my niece's house. I have something green skirt. but I do not know what to use for the rest of it. please help. I want it as cheap as possible. thank you. oh ya a year 4 years.

I am being tinkerbell so I just bought some green wings and green apartments and gluing cotton balls on the front of them and take a chance baguette! =]
